More advice is necessary: The cost difference between an upgraded 12″ and a stock 15″ powerbook is about $250. Does the better and larger screen make up for the lack of portability?

In short yes – Given that you would be carrying the 15 around in a bac/backpack most of the time the “lack of portability” is minimal… if you have the chance to go for a larger display, especially one with widescreen aspect ratio I’d say go for it.
